What's to stop a malicious actor, say the NSA, FAPSI, or 3PLA from changing your code on your servers so they relay the passwords db's or a copy of them to a device of their choosing? Central relay and central administration with decentralized storage is no more secure than just centralized storage on its own without central access to the decryption key, as is the defacto approach for Lastpass, Dashlane etc. All you have to do is attack the central relay, the same way you would need to attack centralized storage.
